Rage of Harrogath gives Damage Over Time applications a 45-60% chance to reduce skill cooldowns by one second. Season 14 also gives it guaranteed Primary Core Stat and Damage Over Time multiplier affixes, so the item has value beyond its Unique effect. Whirlwind is a natural match because it keeps pressure on several enemies while moving, giving qualifying effects more chances to trigger. The important test is not one lucky proc.
